Meet Bibiana
- Bibiana has over two decades as an experienced educational leader.
- As a mother of three, two of whom are current school aged children and one a WJUSD graduate she knows first hand the obstacles our students and parents go through to obtain more opportunities during and post-high school.
- Bibiana is focused on improving our community and giving parents the resources they need to improve their children's education.
- She is a hard-working leader and community member, who advocates for our students to achieve success post-highschool and to be college and career ready.
- She knows the importance of listening and working with our students which is why she supports student voice and choice in the decision making process at all levels.

As the proud mother of three Woodland Joint Unified students, Bibiana Garcia has been an active parent in our school communities for over 15 years. Before running for school board, Bibiana was a frequent parent volunteer and served on multiple PTA’s, the school site council, the English Language Advisory Committee (ELAC) for her children’s schools, and the District English Language Advisory Committee (DELAC) where she served as the DELAC’s President. Prior to serving on the board, Bibiana also served as the President of the local California Association of Bilingual Education (CABE) chapter.
In November 2020 Bibiana was elected to her first term as the School Board Trustee for Area 3 of WJUSD. As the first English as a Second Language (ESL) parent to serve on Woodland’s school board, Bibiana brings a fresh perspective to the board’s policy making work. Bibiana consistently advocates for the district to strengthen its connections to the families and community that we serve.
Bibiana is a hard-working leader and community member who strives for our students to achieve success post-high school and be college and career ready. She is a dedicated advocate for Woodland’s students and a strong supporter of expanding student mental health services. With 15 years of experience as a parent volunteer, Bibiana prioritizes parent involvement in education. Bibiana is committed to ensuring that our students get the resources they need to be successful in and out of school.
In 2022, she received the “Parent of the Year'' recognition from the California Association of Bilingual Education (CABE) for her outstanding commitment to advocating for all our families and supporting our diverse learners.
In September 2023, Bibiana Garcia received “The Excellence in Education” Award from the Yolo County Office of Education for her or her exceptional contributions to advancing educational equity.
Bibiana’s passion for education was instilled in her by her father at an early age. She was the eldest of three siblings, born when her mother was 17 years old. After graduating from Tecnológico de Ciudad Guzmán in 2002 with a Bachelor's degree in Business Administration, Bibiana worked as a high school teacher in Mexico before finally immigrating to Woodland in 2007. Despite moving to a new place where she didn’t know anybody and didn’t speak the common language fluently, she took the initiative by enrolling at the Woodland Adult school to strengthen her English skills. Bibiana knew the importance of education and started volunteering when her first son was in preschool. She knew that the best way to support her child’s education was to learn how the educational system worked in the United States so that she could be an effective advocate for her children.
Bibiana and her husband own a small business in Woodland. They have three children: Monse, a 2nd grader, Max, a 10th grader, and Luis, a Woodland graduate who is now a sophomore at UC Davis. Having had three children attend Woodland’s schools, Bibiana knows firsthand the obstacles our students and parents face to navigate public education and access new opportunities.
Based on her life’s experience, Bibiana knows the value and power of high-quality education. She knows first-hand how parental involvement makes a difference in student achievement. She firmly believes that parents and teachers are partners in the education of students, and that together we can build a better future for our students.

Area 3
Bibiana is running for re-election to represent Area 3 on the Woodland District Board of Trustees.
There are seven board members who represent different areas of the Woodland district, but are responsible for the district as a whole.
The trustees establish policies to ensure that the district fulfills its educational mission, spends its money responsibly, complies with laws, and provides safe and adequate facilities.
